It will look as if you don't have enough liquid but the plums will soon exude their juices when they start cooking. Bring everything to the boil then turn down the heat. Stir to help the sugar melt, then simmer for about 35 minutes, stirring every so often, until the mixture is completely soft. Once the plums start to fall apart, add the lavender. Taste for sweetsavoury balance. You might find you need more sugar. Leave to cool and remove the lavender sprigs before serving.
